VACANCY NOTICE FOR INFECTION CONTROL EXPERT (NATIONAL, 3-PERSON MONTHS ON INTERMITTENT BASIS)

A. BACKGROUND

The Asian Development Bank (ADB) has been Mongolia’s key health sector development partner since 1993, providing five loans totaling $84.90 million, seven grants totaling $37.00 million, and 15 technical assistance (TA) projects totaling $10.65 million. The past projects achieved significant results through comprehensive health system support and strengthening, including for PHC reform and investments, information and communications technology, medicine and pharmaceutical procurement reforms, establishment of health insurance, health infrastructure, and sector governance. Despite these achievements, Mongolia faces a continuing burden from both communicable and noncommunicable diseases, resulting in premature mortality and high levels of disability, which prevent the nation from fulfilling its economic potential. 

This Project aims to support in improving health care services to marginalized populations in Ulaanbaatar ger area, Khovd and Uvs aimags, and in selected soums, development of health financing system and procurement capacity nationwide. Emergency medical care will be strengthened by providing infrastructure and medical equipment. B. SCOPE and OBJECTIVE

The objective to the assignment is to assist the Ministry of Health in reviewing the conceptual design and drawings of the demonstration Songinokhairkhan district hospital for use in Khan-Uul district hospital. The infection control expert (the Expert) is in charge of providing technical assistance to the Ministry of Health in reviewing the conceptual design and drawings for the Khan-Uul district hospital. The Expert will review the demonstration Songinokhairkhan district hospital's concept design and drawings, and provide necessary technical inputs on service flow, patient-staff flow arrangements, and hospital ward/unit functional space plans /planning of catering units, outpatient units, and hemodialysis units/ from the infection prevention and control perspective. The expert will work with the PIU, MOH, and UCMO to improve the current design to meet general hospital requirements, and to finalize the concept design for a new Khan-Uul district hospital and obtain State Specialized Inspection Agency approval. 

C. TASKS

The Expert will undertake the following tasks: 

(i) Review the conceptual design and functional plans, including space arrangement in accordance with infection prevention and control standards and guidelines;

(ii) Provide recommendations on service flow, patient-staff flow arrangements, functional space plans of hospital wards/units, and design of catering units, outpatient units, and hemodialysis units from the infection prevention and control perspective;

(iii) Assist in finalizing and obtaining approval from the State inspection agency for the revised concept design and functional plan for a new Khan-Uul district construction;

(iv) Provide necessary technical assistance to Design Author's Supervision and Design Revisions consulting firm to finalize concept design for a new Khan-Uul district construction;

(v) Attend technical working group meetings to explain the hospital's service flow and provide relevant information from the standpoint of infection prevention and control; and

(vi) Other duties related to hospital functional flow planning that are required. 

D. REQUIREMENTS 

  • Educational background in medicine or epidemiology;
  • At least a master degree on medicine or public health;
  • Good written and verbal English;
  • Familiarity or prior work experience in reviewing the hospital construction concept design and epidemiology; past experience with the Government's Specialized Inspection Agency would be an advantage.  Minimum specific work experience is 5 years.
