l. Purpose of request

This Request for Expression of Interest intends to identify the interest of contractors in participating in the bidding for the construction of a General Hospital in Khan-Uul district in Ulaanbaatar, Mongolia.

ll. Introduction

With Loan (3843/3844-MON) from the Asian Development Bank and Grant (0672-MON) from the Japan Fund for the Joint Crediting Mechanism, the Ministry of Health (MOH), Mongolia implements the “Improving Accessto Health Servicesfor Disadvantaged GroupsInvestment Program” project(Project). The project will reinforce past and ongoingsector reforms by expanding and improving access to quality primary and secondary health services in marginalized areas of Ulaanbaatar. The Project will establish a general hospital in Khan-Uul district of Ulaanbaatar following the demonstration general hospital in Songinokhairkhan district (SHD) of Ulaanbaatar city under the ADB- funded project G0239, L2932/3802: Fourth Health Sector Development Project.The MOH plansto build a general hospital in the Khan-Uul district of Ulaanbaatar using the concept design of the SDH.

The SDH was commissioned in 2021 and serves as a modelto demonstrate the new conceptof hospital care at the districtlevel in Ulaanbaatar. The SDH is a patient-centered hospital that providesoutpatient and inpatient services in at least seven basic specialties, including internal medicine, pediatrics, obstetrics and gynecology, general surgery and traumatology, cancer, infectious disease services, and dental care services for the district population. The SDH demonstrated the new processes in concept design, functional planning, and construction used for the first time in the Mongolian public hospital setting and showed the advantages of multifunctional hospitals versus single-service specialized hospitals in terms of efficiency, flexibility, and patient satisfaction.

The SDH has 200 beds and provides medical care and services to the catchment population of the district (157 thousand population) through outpatient and inpatient units, such as:

  • Outpatient     department    (28     cabinets):    cardiology,    internal     medicine    (pulmonology, gastroenterology,    urology),   endocrinology,    dermatology,    allergy,    pathology,    psychiatry, gerontology, E.N.T, ophthalmology, trauma, surgery, oncology, palliative care, dental cabinet, genecology and obstetrics, communication diseases, tuberculosis, physical medicine and rehabilitation, teenager health cabinet etc.,
  • Inpatient department (7 units): pediatrics, internal medicine (gastroenterology, cardiology, endocrinology), surgery, neurology, intensive care unit, maternity unit and delivery
  • Diagnostic Imaging and Laboratory

lll. Brief information about Khan-Uul district General Hospital

The Khan-Uul District General Hospital package will include:

  1. Construction of the hospital with utilization of low-carbon technologies, and
  2. Installation of basic medical and non-medical equipment.

lV. Indicative qualification requirements for contractors: Average Annual Construction Turnover:

Minimum average annual construction turnover of USD 22.0 million calculated as total certified payments received for contracts in progress or completed, within the last five (5) (2021, 2020, 2019, 2018, 2017) years.

Financial Resources Requirement

The Bidder must demonstrate access to, or availability of, liquid assets and approved lines of credit to meet the financial resources requirements for the subject contract of USD 5.0 million;

Contracts of Similar Size and Nature

"Participation in at least two similar contracts that have been successfully or substantially completed within the last 10 years and where the value of the bidder's participation as a main contractor or sub- contractor exceeds US$ 33.0 million. The similarity of the bidder's participation shall be based on the physical size, nature of works, complexity, methods and technology."

Construction Experience In Key Activities

Experience in Key Activities related to:

  1. Construction of international standard hospital building with appropriate design, flow HVAC and specialized utilities
  2. Installation and adoption of Low-Carbon Technologies
  3. Supply and Installation of Medical equipment;
  4. Installation of airborne infection isolation and ventilation systems for surgery, laboratory, and disinfection and for other critical areas of the hospital;
