       A. BACKGROUND

The Ministry of Health is implementing a loan project with ADB’s additional financing under 3921-MON that aims to support Component 3: Hospital hygiene and infection prevention control through i) increasing a number of sites for upgrading sterilization departments ii) increasing the capacity of hospitals to diagnose and treat COVID-19 patients; iii) improving diagnostic capacity for COVID-19 and other viral infections at the National Center for Communicable diseases and provincial hospitals in border aimags and iv) establishing a warehouse facility to maintain and manage centralized stockpiles of medicines and medical devices for emergency situations in Ulaanbaatar. EAL project is supporting to establish a Medical Storage Facility of the Ministry of Health. Functional and Spatial Concept Design of the Medical Storage Facility was developed in compliance with the requirements of WHO Technical Report Series, No. 961, Annex 9 “Model guidance for the storage and transport of time-and temperature-sensitive pharmaceutical products” and the existing National regulations and standard on storage of Medicines and Medical Devices. The new storage building will be located at north-west area of National Center of Zoonotic Disease’s (NCZD) premises which is located at 20th khoroo, Songinokhairkhan district and 10km from the central point of Ulaanbaatar city.    

        B. OBJECTIVES

The objective is to (i) develop required guideline(s) on the logistics of stock of medicines and medical devices, (ii) develop the list of medicines and supplies to be stored, their storage, disposal, shelf life, and replenishment, and (iii) develop organizational management structure of the warehouse, and (iv) conduct capacity building activities for the staff of the Medical Storage Facility and key organizations involved in the supply chain management of medical products. The National expert will work together with an international expert to fulfill these Objectives. The experts will work in close coordination with relevant Departments of MOH and Medicine and Medical Devices Regulatory Agency (MMRA) and PIU.

        C. TASKS

The expert will perform the following tasks in coordination with international expert and in compliance to WHO Technical Report Series No. 961, 2011, Annex 9: Model guidance for the storage and transport of time- and temperature-sensitive pharmaceutical products[1], Good Storage Practice (GSP), Good Distribution Practice (GDP) and its Supplements, and other relevant national and international standard practices:

  1. Desk review on current situation of medical supply logistics in Mongolia including stock levels;
  2. Develop guideline on the supply chain management of medical products of the medical storage facility in accordance with principles of WHO good manufacturing practices (GMP), good storage practices (GSP) and good distribution (GDP) of medical products and existing national standards and regulations. The guideline shall comply with the following aspects of the supply chain management of medical products:
  • Shall set appropriate steps to fulfill responsibilities of organizations involved in every stage within the supply chain and to avoid introduction of substandard and falsified products into market; 
  • Be applicable to all parties involved in the storage and distribution of medical products in the Medical Storage Facility of MOH;
  • Should be considered for implementation by all parties involved in any aspects of the trade and distribution of medical products;
  1. Develop manual/tools on quality system to ensure that medicines, medical products are procured, stored, distributed and delivered and handled with aim that quality is sustained throughout their shelf-life in the supply-chain;
  2. Develop tools for the prevention of the distribution of substandard and falsified products;
  3. Develop the list of medicines and supplies to be stored, their storage, disposal, shelf life, and replenishment;
  4. Develop the list of medicines and supplies to be stored in the event of disaster and public health emergency including their storage, disposal, shelf life, and replenishment;
  5. Develop the list of medicines and medical devices that should be stored during peace time including their storage, disposal, shelf life, and replenishment;
  6. Develop tools to conduct proper inventory management of medicines and medical products in line with Estimating the capacity of storage facilities (Supplement 3) of the Technical supplement to WHO Technical Report Series, No. 961, 2011, Annex 9
  7. Develop tools to conduct proper inventory of medicines and medical devices;
  8. Develop organizational management structure of the Medical Storage Facility based on International and National best practices;
  9. Develop protocols, standards and procedures in order to ensure an optimal operation of the medical storage facility;
  10. Develop job descriptions for personnel of the medical storage facility;
  11. Identify key topics for the capacity building activities for the staff of the Medical Storage Facility and key organizations involved in the supply chain management of medical products;
  12. Develop training programs and modules that will cover principles of GSP and GDP of medical products;
  13. Conduct trainings for the staff of the Medical Storage Facility and key organizations involved in the supply chain management of medical products; 
  14. Provide necessary support to an international expert and staff of NCZD;
  15. Translation of all correspondence both verbally and writing including reports;
  16. Develop reports including technical reports as requested.

        D. REQUIREMENTS TO THE CONSULTANT

At least a bachelor degree or higher on medicine, pharmacy, engineering or relevant field; Prior work experience of 3 years in similar assignment in which include supply management, logistics, inventory management, training expertise in similar facilities. Knowledge of WHO Technical Report Series No. 961, 2011, Annex 9: Model guidance for the storage and transport of time- and temperature-sensitive pharmaceutical products[2], Good Storage Practice (GSP), Good Distribution Practice (GDP) and its Supplements, and other relevant national and international standards. Experience with health sector is an advantage. Experience with international funding agencies such as ADB and World Bank, other international organizations will be an advantage. Excellent English language skills in writing and speaking.
