Name of Consulting services: Consulting service for design and supervision of 6 Soum Health Centers (SHCs), 10 Family Health Centers (FHCs) and Emergency Medical Service National Center.

     A. Introduction 

The Improving Access to Health Services for Disadvantaged Groups Investment Program – Tranche 1 will reinforce past and ongoing sector reforms by expanding and improving access to quality primary and secondary health services in marginalized areas of Ulaanbaatar ger (traditional tent) areas, in Khovd and Uvs aimags (provinces), and in selected soums (aimag subdistricts).   It will also improve health financing systems and reduce out-of-pocket health expenses nationwide.

The program will deliver four major outputs to address the key constraints identified above through implementation of the Tranche 1, Tranche 2 and Tranche 3 projects over a 10-year period: (i) urban and rural primary health care strengthened, (ii) district and aimag hospital services improved, (iii) strategic purchasing model strengthened, and (iv) capacity in procurement and financial management of relevant government entities for health strengthened.For more information about the project please visit: https://www.adb.org/projects/49173-003/main#project-overview.

      B.Objective of the Consulting Services: 

The objective of the consulting services is to support the Ministry of Health (MOH) and the Ulaanbaatar City Health Department (UCHD) with their efforts to improve both access to and quality (effectiveness and efficiency) of Primary Health Care services through the development (planning, design and supervision of constructions and provision of equipment) of: 

  1. 10 Family Health Centers (FHCs) in Ulaanbaatar
  2. 6 Soum Health Centers (SHC)
  3. The National Emergency Medical Service Center

The consultants should have a proven track record and expertise in architecture, and engineering design, supervision of construction works, installation of equipment, and environmental management for health care facilities.  Experience with the implementation of construction works in rural remote (soum) areas in Mongolia will be an advantage. Further, the Firm should have experience with the implementation of ADB funded projects.

The consulting services will include, but will not necessarily be limited to, the services described in this term of reference (TOR). The tasks provided in the TOR are only indicative and the Consultant is required to apply its professional knowledge and provide most appropriate and suitable means to support the successful implementation of the project. 

The Consultant shall take full responsibility in performing the engineering design for the Works and Facilities and in so doing the Consultant shall seek and incorporate Employer’s views and comments.

The consulting firm will be engaged using quality- and cost-based selection (QCBS) method and full technical proposal procedure, with a quality–cost ratio of 90:10. The consulting service will require 238 person-months of national consulting inputs (all three tranche), over the three projects. The consulting services will include, but will not necessarily be limited to, the services described in this term of reference (TOR). The tasks provided in the TOR are only indicative and the Consultant is required to apply its professional knowledge and provide most appropriate and suitable means to support the successful implementation of the project.

The consulting firm shall provide its technical inputs in 4 components, (i) detailed design and relevant procurement support, (ii) supervision of construction works, (iii) planning, procurement and installation of equipment, and (iv) environmental management for health care facilities.
